According to the Decree of the Ministry of Health of 24 May, all travellers arriving in Italy from a foreign country must fill in the DPLF ( Digital Passenger Locator Form https://app.euplf.eu/#/ ) before boarding a flight to Italy. As this is compulsory by law, failure to fill in the form will not allow boarding the flight.
